Most free seawall inspections in Florida take about fifteen minutes and look at one thing: the front face of the wall, from the water side or the neighbour’s dock.
That inspection cannot tell you what you need to know. The failures that matter — tieback corrosion, toe scour, void formation behind the wall — are all invisible from the front.
Here is what a genuine inspection covers, in the order it should be done.
1. Plumb readings along the run
A plumb line dropped from the cap at three or more points along the wall. This is the single most diagnostic measurement available and it takes four minutes.
Any measurable outward lean means the anchoring system has moved. Nothing you do to the front face changes that. A wall that is out of plumb by more than about an inch over a four-foot height has an anchoring failure regardless of how good the concrete looks.
2. The land side, before the water side
Counter-intuitive but correct: the evidence of seawall failure appears on your lawn before it appears on your wall.
What is being looked for: depressions or soft spots within ten feet of the wall, pavers or slabs that have started to tilt toward the water, a patio edge that has dropped, mulch or soil that keeps disappearing from one particular spot, irrigation heads that have sunk below grade.
Each of those is soil that has left through the wall. Their position tells you where.
3. Cap condition and displacement
Not just “is the cap cracked” but:
- Crack width, and whether cracks pass through the full section
- Vertical displacement between adjacent cap sections
- Separation between the cap and the panel tops
- Whether the cap sounds hollow when struck — indicating a void spanning beneath it
- Spalling, and whether reinforcing steel is visible
Hairline cracking with no displacement is cosmetic. Displacement means something below moved.
4. Panel condition and rust staining
For concrete walls, the critical observation is rust staining: brown streaks running down panel faces mean chloride has reached the reinforcing steel and corrosion has started. Rusting steel expands, expansion cracks concrete, cracks admit more water. The cycle is self-accelerating and it does not reverse.
For vinyl walls: cracking from impact or thermal movement, panel separation at the interlocks, and UV degradation at the exposed portion.
5. Joints and penetrations
Every joint between panels is a potential path for soil. So is every penetration — and older residential walls on this coast are full of them, because previous owners ran irrigation lines, electrical conduit and drain pipes straight through.
Each penetration should be logged. An unsealed two-inch pipe through a seawall will move a remarkable quantity of soil over ten years of tidal cycling.
6. Weep holes
Weep holes relieve hydrostatic pressure from behind the wall. When they block — with sediment, roots, or a well-meaning previous repair — pressure builds against the back of the panels with every rain and every high tide.
The inspection should confirm each weep hole is present and free. This is a $200 maintenance item that prevents a $30,000 structural one, and it is the single most commonly skipped check.
7. The toe
The base of the wall, at or below the waterline. Scour at the toe — sediment washed away by current, wake or prop wash — removes the passive resistance that keeps the base from kicking out.
Toe scour is what turns a vertical wall into a leaning one. It requires looking below the waterline, which is precisely why most free inspections skip it.
8. Context: what is behind the wall, and what is next door
A wall retaining a plain lawn behaves differently from one retaining a pool deck. Load matters.
Neighbouring walls matter too. Seawalls on a canal or lagoon frontage are a semi-continuous system — if the property next door has a failing wall or an open return, water and soil movement does not respect the property line.
What the written report should contain
If the inspection produces nothing in writing, it was a sales call.
A usable report has:
- Total linear feet, broken into sections by condition
- Plumb measurements at each reading point
- Photographs, dated, of each identified defect
- The identified failure mode — leakage, cap failure, tieback failure, toe scour — stated explicitly
- A repair-or-replace conclusion with the reasoning
- Priority and timeframe: what needs doing now, what can wait, what to monitor
That document has value beyond the repair decision. Keep it in the property file.
Why the report matters even if you do nothing
Florida homeowners policies do not cover the seawall itself — it is classed as a land improvement, like a fence or a retaining wall. That surprises most people.
But the reverse matters: insurers increasingly review seawall condition when writing or renewing coastal policies. A documented inspection history, with permitted repairs on record, supports your position at renewal in a hardening market.
It also matters at sale. Seawall condition is now a standard item on waterfront buyer inspections in Brevard. A seller with a dated report, permits and invoices is in a very different negotiating position from one with nothing.
How often
Once a year, and the sensible time is spring, before hurricane season. Also after any named storm, and after any significant erosion event or unusually high king tide series.
Between inspections, the homeowner check is simple: walk the ten feet of ground behind the wall and look for anything that has sunk since last time.
