Look at the lawn, not the wall. Depressions or small sinkholes near the water line, pavers or a patio that has started to tilt, and a cap crack that keeps widening all mean soil is leaving through the structure. A wall can look fine from a boat and be hollow behind.
It comes down to the panels. If they are sound and the wall is simply losing fill, injection and joint sealing fix it for a fraction of the cost. If the panels have deteriorated or the wall is leaning, patching buys very little time. Our inspection tells you which situation you are in, in writing.
